Who Should Use GeM Portal?
GeM is relevant for both sides of the transaction — buyers and sellers.
Government Buyers (Who Buy on GeM)
The following entities are allowed (and often required) to buy through GeM:
- Central Government Ministries & Departments
- State Government Departments
- Public Sector Undertakings (PSUs)
- Autonomous bodies & statutory organizations
- Local bodies, universities, hospitals, and institutions
They use GeM to purchase:
- Products (electronics, furniture, vehicles, machinery, etc.)
- Services (manpower, security, IT services, AMC, logistics, etc.)
Every step — from listing to bidding to payment — happens digitally, reducing discretion and
favoritism.
Businesses & Sellers (Who Sell on GeM)
If you are a business, GeM is meant for you if you supply anything the government buys.
You can sell on GeM if you are:
- Proprietorship
- Partnership firm
- LLP
- Private Limited / Public Limited company
- MSME / Startup / OEM / Authorized reseller
You do NOT need to be a large company.
In fact, GeM was specifically designed to bring small and medium businesses into government procurement.
